If you make less money than this (after tax and, crucially, housing), you are officially in need of financial support of some kind.
That… rather depends on the size of the family and the standard of living that you want.
Maybe this is more relevant to someone asking from abroad: if you make less money than this, have a time-limited residency, and want to bring your family over to live with you, it is most likely going to be denied. You are not considered to make enough money to be able to support them.
